This is a purely local Eastern Cape scenario but might give you a laugh. Buffalo City Municipality is in chaos with in-fighting and ANC factions fighting and not talking (let alone any opposition parties). It has become a joke as there is little service delivery. Well, now they've decided not to talk to each other in 3 official languages. Go figure.
