PIPE DREAM: The cost of a pipeline from Durban to Johannesburg has more than doubled in the year that the authorities have deliberated over the decision to build it. It has been insinuated that any further delay will add more to the cost. Unless, perhaps, such a delay is spent doing a due diligence to investigate how one year's delay could possibly add R12bn to the original cost in the first place.
