This type of metaphor is nothing new in political cartoons. In fact, it also has been used numerous times in other cartoons such as Looney Tunes. (Yosemite Sam and Wile E Coyote shoot to mind.)

But it’s one of those images that amuses me and works well in this instance.

Syria is changing for the better, albeit slowly. Syrians are rising up against Assad and his tyranny.
