Under Budget in Wonderland
Cuan Miles' cartoon is a commentary on the underspending (by R1 Billion) of the Buffalo City Municipality (BCM), in East London, Eastern Cape. In a province where service delivery is even more urgent than the rest of South Africa, many feel that it is criminal that the electorate have been neglected to the point where money allocated to the budget may be redirected if it is not used in two months.
The cartoon shows the mayor, as a cross between the Easter bunny and the white rabbit from Alice in Wonderland, hurrying to spend the money before it is lost. "By the way", says Cuan, "our mayor's name is Faku. How is that for a subliminal message to our local ratepayers !!!"
