Remember the ongoing story of BCM underspending? Now the financial committee has come up with a "great big spreadsheet" plan to fix stuff now that treasury has promised to rollover the allocated funds. Have any of their plans worked in the past? Hah! Alderman John Badenhorst, ANC councillor and head of the finance committee, and the feature of today's cartoon, promises a turnaround. Yeah right, councillor.

Did you hear about the BCM delegation that went to the Southern African Municipal games held recently in Botswana ? A delegation of over 200 including 10 councillors (one changed her flight plans and flew direct from an official visit in Germany) as well as a rugby team who could not find any opponents but still went. They were accommodated at the up-market Grand Palm Casino and another 5 star hotel.

Included in the "games" are such hectic events as darts competitions. Another cash strapped EC municipality, ADM, sent a delegation of 52, including the mayor and municipal manager, all flown to and from Gaberone. According to Local govt. MEC there is nothing wrong with municipalities using sport to promote healthier life styles and inter-municipal collaboration among themselves. Double Hah!
