Big RICA is Watching You
BIG RICA IS WATCHING YOU! It's interesting, given the huge groundswell of opposition to the Secrecy Bill, that relatively no cartoonist interrogations have been made into a law which threatens to impinge on our privacy and civil liberties if (and when) it is abused.
On July 1, in terms of The Regulation of Interception of Communication Act (RICA), all South African cell SIM cards are expected to be registered, failing which they are to be disconnected pending compliance. The law promises to be a crime deterrent and will aid in the investigation and prosecution of criminals and terrorists, which is all good and well. But what if it is abused by unscrupulous persons with access to the surveillance to spy on political opponents, civil society activists, and business (or tender) competitors? YALO's cartoon sounds a warning bell.
